2025年3月,中注协会长赵鸣骥一行赴陕西省调研行业信息化建设情况。调研组采取实地走访、座谈交流等方式深入了解当地会计师事务所和陕西注协信息化建设情况等。调研报告指出,陕西省注册会计师行业信息化建设取得一定成绩,但仍存在中小型事务所信息化发展水平整体不高、复合型人才短缺、人工智能等新技术融合应用不足等问题。注册会计师行业必须牢牢把握信息化发展趋势,落实国家“人工智能+”行动部署,夯实数智化基础设施,提高行业数智化水平,提升行业服务质效,赋能行业高质量发展。围绕“十五五”时期更好发挥协会战略引领、政策引导、公共产品提供和平台搭建等作用,推动行业信息化发展向数智化升级。调研报告提出强化顶层设计、鼓励事务所积极开展数智化转型、做优中小所信息化产品供需对接、注重行业信息化人才队伍建设、持续夯实行业信息化向数智化升级的基础、加大政策支持力度和资金投入等六方面建议。
Abstract:In March 2025, Zhao Mingji, President of the CICPA, led a delegation to Shaanxi Province to research on progress of informatization construction of local accountancy profession. Through field visits and seminars discussions, the team gained comprehensive insights into the digital transformation progress of local accounting firms and local institute. It is highlighted that while Shaanxi's accountancy profession has made notable strides in informatization construction, challenges persist, including underdeveloped digital capabilities in small and medium-sized firms, shortage of versatile professionals, and inadequate integration of emerging technologies like artificial intelligence etc.. It is emphasized that the accountancy profession needs to align with national "AI+" strategies, strengthen digital infrastructure, enhance service quality and efficiency, and drive highquality development. Aligning with the 15th Five-Year Plan's objectives to strengthen the institutes' role in strategic guidance, policy instruction, public service provision, and platform development, the report proposes six key action measures: refining top-level planning, encouraging digital transformation in accounting firms, optimizing IT product supply-demand matching for small and medium-sized firms, cultivating specialized IT talent, consolidating foundational support for digital upgrades, and increasing policy incentives and funding.
